Adding users under external authentication

Hi all, I know it doesn't make sense, but would it be possible to allow user creation even when there's exteral authentication (managed by a proxy)?
I mean, suppose there's a new user and I have to give him rights on a new library... I can't do it until the user had not logged at least once... I would like to instruct galaxy there will be an user USER@DOMAIN before he logs in.

Hi Davide,

It's been a while since I've had remote_user set up, but you should
still be able to create users as an administrator.  If this isn't the
case I can look into it.

I'm admin and I get the error. I've been looking in remote_user and found that if the remote user is set by the proxy, well, there's nothing you can do :-)
