segment rendering issue with all-gap sequences

I noticed an odd issue with the segments glyph if the region displayed
for a sequence is just gaps; basically, the region is displayed as a
blue bar (see attached).  If there is at least some sequence present
then normal rendering occurs, seen at the bottom.

Any easy solution to this, or is it a bug?
